How to keep your WhatsApp costs low from 1 October 2026

From 1 October 2026, Meta charges for each reply your business sends through the WhatsApp Business API inside the 24 hour window, after the first 1,000 replies per number each month. In Pakistan that is about PKR 4 a reply. The rule is the same for every provider, so the question is not which tool is cheapest. It is how many replies you send on WhatsApp, and whether all of them need to be there.

Here are the nine steps we are using with our own clients, in the order they pay off.

1. Put a payment method on your WhatsApp Business Account before 30 September

Meta will stop delivering replies on 1 October for any account without one. If you use DialogPay, we can run this through our partner account and show Meta's charges on your invoice at cost, or you attach your own card. Either way, do it this month.

2. Count your replies, not your conversations

Pull the last 60 days from WhatsApp Manager or your provider's analytics. You want two numbers: conversations a month, and business replies per conversation. Most plain text setups run four to six replies. That second number is where the money is.

3. Know your free allowance

Every business phone number gets 1,000 free service replies a month. A brand with three numbers has 3,000. Many small businesses will pay nothing once the next steps are in place. The allowance resets monthly and does not roll over.

4. Say more in fewer messages

Meta charges per message, not per word. A reply with a menu of ten options costs the same as a reply that says "ok". Replace "Hello, how can I help? Please type your order number. Which size? Which colour?" with one message that carries buttons or a list. Put the answer and the next step in the same message. This alone usually cuts replies per conversation from five to two.

5. Use WhatsApp Flows for anything with a form

Address, order details, payment method, appointment slot: one Flow screen captures all of it as one message instead of a five message back and forth. Flows are billed as one service message.

6. Send one confirmation, not two

Utility templates sent inside the 24 hour window are also charged from 1 October. If your system sends "order received" and then "order confirmed", merge them. Check your automations for duplicates.

7. Let your team reply from the free WhatsApp Business App with Coexistence

Coexistence keeps the WhatsApp Business App on the same number that is connected to your platform. Replies your agents type in the app are not charged under current Meta policy, while automation, broadcasts and payments run through the API. It is the cleanest way to keep human conversations free.

8. Route ad traffic into the free 72 hour window

Conversations that start from a Click to WhatsApp ad or a Facebook Page button stay free to reply to for three days. If you run ads, make sure your automation serves those customers fully inside that window rather than bouncing them to a template later.

9. Move long conversations to your own channel

A return, a complaint or a custom order can take eight or ten replies. Instead, the first WhatsApp reply carries a button, Continue on Live Chat. One tap opens your own web or app chat, which looks like WhatsApp, and the rest of the conversation, the ticket and the payment happen there with no per message platform charge. Order and payment confirmations still go back to WhatsApp, where customers expect them. What these steps add up to

For a business with 5,000 conversations a month, steps 4 to 6 typically take the Meta charge from about PKR 100,800 to PKR 54,600. Step 9 takes it to about PKR 33,600. Run your own numbers in the Messaging Cost Planner.

Two things not to do

Do not switch providers expecting a lower Meta rate. The rate is Meta's and it is identical everywhere; only markups differ, and DialogPay has none. And do not assume Meta's own AI agent is cheaper. It is billed per token at roughly 4 to 5 US cents a reply, about three times a normal reply.
