WhatsApp API pricing from 1 October 2026

If your business replies to customers on WhatsApp through software such as a chatbot, a team inbox or a CRM, the price of those replies changes on 1 October 2026, wherever you are in the world. This guide explains the change in plain language, gives the official Meta rates with Pakistan and the UAE as worked examples, and shows what we are doing at DialogPay so your costs stay under control in any market.

We wrote this because our clients asked us to. The information is taken directly from Meta's published rate card and developer documentation, and we have linked every source at the bottom.

The short version

From 1 October 2026, Meta charges businesses for every reply sent through the WhatsApp Business API inside the 24 hour conversation window. These replies have been free since November 2024.

Rates are set per market. In Pakistan a reply is US0.015, aboutPKR4.IntheUAEitisUS0.0157, about AED 0.06. Other markets range from US0.0008(Colombia)toUS0.055 (Germany); the full card is linked below.

Every business phone number gets its first 1,000 replies each month free. Charges begin from the 1,001st reply.

Messages your customers send you are always free. The free WhatsApp Business App on your phone is not affected at all.

DialogPay does not add any markup. Meta's charges appear on your invoice as a separate line at Meta's exact cost.

Which WhatsApp does this affect?

There are three versions of WhatsApp and only one is affected.

The personal WhatsApp app is not affected.

The WhatsApp Business App, the free app that small shops use to reply manually from one phone, is not affected. It stays free.

The WhatsApp Business Platform, also called the WhatsApp Business API, is affected. This is what businesses use when they connect WhatsApp to software for chatbots, a shared team inbox, broadcasts, CRM or payments. DialogPay provides this version. If you use any software to reply to customers on WhatsApp, this guide applies to you.

What is a WhatsApp service message?

When a customer messages your business, WhatsApp opens a 24 hour window. Inside that window your business can reply with normal messages: text, images, documents, buttons, menus and forms. You do not need a pre approved template.

Meta calls these replies service messages. They include messages typed by your team, messages sent by an AI assistant, and interactive messages with buttons or lists. Each one counts as one message, no matter how long it is or how many buttons it has.

Until now, service messages were free. From 1 October 2026 they are charged per message.

What are the WhatsApp API rates from 1 October 2026? Pakistan and UAE, with the full card for other markets

These are the rates from Meta's official card titled "Cost per message in USD on the WhatsApp Business Platform, effective October 1, 2026". Meta bills Pakistan accounts in US dollars. The rupee and dirham figures below are approximate at PKR 280 per dollar.

Two things changed for Pakistan on this card. Service messages became billable, and the utility and authentication rate rose from US0.010toUS0.015. Marketing stayed at US0.0473.Foranyothermarket, usethesamelogicwiththatmarketsserviceratefromMetascard : forexampleUS0.0014 in India, US0.0107inSaudiArabia, US0.0220 in the United Kingdom.

The rate is decided by the customer's country code, not by where your business is registered. A Pakistani business messaging a customer in Dubai pays the UAE rate for that message.

How do the 1,000 free service messages work?

Each business phone number receives 1,000 free service messages every calendar month. Meta starts charging from the 1,001st message. Unused messages do not carry over to the next month.

The allowance is per phone number, not per company. A business with three WhatsApp numbers gets 1,000 free on each number, but a number that uses only 400 cannot pass its remaining 600 to another number.

The allowance covers service messages only. Utility, authentication and marketing templates are charged from the first message, as they are today.

A simple cost example

Say one of your business numbers sends 4,000 replies to Pakistani customers in October.

4,000 replies minus 1,000 free equals 3,000 billable replies. 3,000 multiplied by US0.015equalsUS45. USD 45 at PKR 280 is about PKR 12,600 for the month.

For comparison, a single customer service phone call costs a Pakistani business somewhere between PKR 17 and PKR 25 once you count staff time and telephony. A complete sale on WhatsApp, one reply plus one order confirmation, costs about PKR 8.

What stays free after 1 October?

Every message a customer sends to you.

The first 1,000 replies per business number each month.

Replies within 72 hours to a customer who contacted you from a Click to WhatsApp ad or a Facebook page button. Meta calls this the free entry point window and it is not changing.

Replies your team sends from the WhatsApp Business App on a number that is also connected to DialogPay through Coexistence. Under current Meta policy these app sent messages do not create or affect API charges.

Messages that fail to deliver. Meta only bills delivered messages.

Does switching WhatsApp providers avoid the charge?

No. These are Meta's platform rates and every WhatsApp Business Solution Provider in the world pays the same rate for the same country. Some providers add their own margin on top. DialogPay does not.

Moving provider means migration time, re approval of your message templates and a fresh quality rating on your number. At the end of that process the Meta rate is identical.

How much can you actually save? A worked example

Most guides stop at the tips. Here is the arithmetic, because the arithmetic is what your finance team will ask for.

Take a clothing brand in Lahore with 5,000 customer conversations a month on one WhatsApp number.

Today's setup: a plain text chatbot and agents replying on WhatsApp. A typical conversation runs to 5 business replies (greeting, question, clarification, answer, confirmation). That is 25,000 replies a month. Minus the 1,000 free, 24,000 are billable. At US0.015each, theMetachargeisUS360, about PKR 100,800 a month.

Step one: limit replies per conversation. Replace the text chatbot with an AI CoWorker that uses interactive menus, buttons and WhatsApp Flows. One menu message does the work of three plain messages. Simple conversations, about four in five, now close in 2 replies. The long ones, a return or a complaint, still take about 6 replies even with a good AI. That is 4,000 × 2 + 1,000 × 6 = 14,000 replies, 13,000 billable, USD 195, about PKR 54,600. The bill has almost halved and nothing has left WhatsApp.

Step two: the hybrid. Move the long conversations to your own channel. For those 1,000 longer conversations, the first WhatsApp reply carries a button, Continue on Live Chat. One tap opens your own web or app chat, and the rest of the conversation, the ticket and the payment happen there with no per message platform charge. Those conversations now cost 1 WhatsApp reply each instead of 6. The month settles at 4,000 × 2 + 1,000 × 1 = 9,000 replies, 8,000 billable, USD 120, about PKR 33,600.

Keep your team on the free app with Coexistence

What you need to do before 30 September 2026

Meta requires a payment method on every WhatsApp Business Account by 30 September 2026. If there is no payment method, Meta will stop delivering your replies on 1 October.
