Pakistan pays 11 times more than India for the same WhatsApp message

From 1 October 2026, a Pakistani business pays Meta USD 0.015 for a service, utility or authentication message on the WhatsApp Business API. An Indian business pays USD 0.0014 for exactly the same message.

That is roughly eleven times the price for identical technology, and it is the highest domestic rate of any market in our region.

This guide explains what the gap costs in rupees, why the OTP change matters more than most businesses have noticed, and what a Pakistani business can actually do about it.

Pakistan is priced like a Gulf market rather than a South Asian one. Meta has not published a reason. It is a commercial decision, it applies to every provider equally, and no WhatsApp provider in Pakistan can negotiate it.

What the gap costs in rupees

Take a business sending 300,000 utility and service messages a month, which is normal for a mid-size courier, a bank or a large online store.

An Indian competitor doing exactly the same work saves over eleven lakh rupees a month on messaging alone. For a Pakistani business that is not an accounting detail. It is a structural cost disadvantage.

The OTP increase nobody is talking about

Most coverage of 1 October has focused on service messages. The bigger number for many businesses is authentication.

Pakistan's authentication rate rises from USD 0.0100 to USD 0.0150, a 50 percent increase.

If your business sends 100,000 OTPs a month, which is ordinary for a fintech, a marketplace or any app with phone login:

  • Before 1 October: 100,000 x USD 0.010 = USD 1,000
  • After 1 October: 100,000 x USD 0.015 = USD 1,500
  • Increase: USD 500, about PKR 140,000 a month, for sending exactly the same messages you send today

Utility messages, which cover order confirmations, delivery updates, payment receipts and appointment reminders, rise by the same 50 percent.

What you can actually change

You cannot change Meta's rate. Three things are in your control.

Messages per conversation. This is now the number that matters, not conversations per month. Two businesses handling 10,000 conversations can produce 30,000 or 15,000 service messages depending on how many replies each question takes. After 1 October that difference lands directly on the invoice. Replace plain text menus with interactive lists, buttons and WhatsApp Flows so a customer chooses instead of typing, and put the answer and the next step in one message.

Where the long conversations happen. A returns query or a complaint can take eight or ten replies. Those conversations do not have to run on WhatsApp. At DialogPay the first WhatsApp reply carries a button; one tap opens the brand's own Live Chat inside WhatsApp itself, with the conversation already loaded, and the rest of the exchange, the ticket and the payment happen there, where no per-message platform charge applies. The customer taps back and is still on WhatsApp, with the receipt waiting. One paid reply covers the whole conversation.

Which channels carry which traffic. Instagram, Facebook Messenger, TikTok messaging and your own web chat do not carry Meta's per-message service charge. Order status and FAQ traffic can live there. And one thing you should not do: switch provider expecting a lower Meta rate. There isn't one. The rate is Meta's and it is identical everywhere. Only markups differ, and DialogPay has none.
